Patch 26.17 is a League Classic patch with a Summoner's Rift undercard. Classic gets its second content update and it's a big one: two more rune pages, cheaper runes, a lot more Influence Points and Classic XP, champion and role swapping in Champion Select, the first Council vote, and an art pass that pushes the Rift back toward the way it used to look. On the live Rift it's quieter. Irelia, Yasuo and Yone all get nudged toward scaling instead of snowballing, Vayne gets pulled out of top lane, and Xerath answers for that ban rate. Stormrazor and Sundered Sky both get touched. Two new skin lines land on the 26th, Heartsong Seraphine and Ocean Song Soraka and Jinx.
Last patch's mage adjustments left him on the losing end of the trade. He gets cheaper casts early and a shorter flight cooldown, which also makes it clearer which of his two skills is worth maxing second.
Mana Cost Per Second:35 / 40 / 45 / 50 / 55⇒30 / 35 / 40 / 45 / 50
Hail of Blades and Rocketbelt nerfs took the sting out of his early game. Riot's handing some of that damage back for the windows where he actually gets his autos off.
E - Vorpal Spikes
Base Damage (x3 attacks):20 / 40 / 60 / 80 / 100 (+30% AP) (+2.5% - 3.9% (+.5% Per Feast) Target Max HP)⇒30 / 50 / 70 / 90 / 110 (+30% AP) (+2.5% - 3.9% (+.5% Per Feast) Target Max HP)
GravesNerf
A run of indirect buffs has left him snowballing harder than Riot would like. The bonus AD scaling comes down, so a big lead converts a little slower.
She's one of the sharpest snowballers in the game and one of the worst carries once it goes long. These are scaling numbers, aimed at giving her something to do in a game she didn't already win.
Damage Reduction Ability Power Ratio:7% per 100 AP (Halved for Magic Damage) (reduced to 75% value for Magic Damage in Arena)⇒8% per 100 AP (Halved for Magic Damage) (reduced to 75% value for Magic Damage in Arena)
R - Vanguard's Edge
Ability Power Ratio:70%⇒100% (It is already 100% in Arena, so this is standardizing the value)
LeBlancBuff
The Statikk Shiv build that justified her strange attack speed numbers isn't in the game anymore, so they move back toward a normal champion's. She picks up some AP scaling with the room that frees.
Top lane Nasus has been eating well since his stacking changed. His lifesteal drops a step.
Passive - Soul Eater
Life Steal:12 / 18 / 24%⇒10 / 15 / 20%
NocturneNerf
He's been strong at every level of play for a while now. He's a little easier to kill before his ultimate comes online, so the wait costs him something real.
Base Stats
Armor:38⇒36
Health:655⇒640
QiyanaBuff
Her play has drifted out of mid and into the jungle, and Riot wants mid back. Her damage to champions goes up and her damage to monsters comes down.
He's survived as a utility pick on the strength of his pillar and his ultimate. His attack speed curve gets much steeper now, so the clubbing part of the plan works too.
Riot wants her out of top lane without wrecking her in bot, so these hit hardest where she's strongest. Her early trading costs more mana and her percent-health damage starts lower, while her base durability shifts a little earlier.
He came out of last patch's mage pass ahead of everyone else, and his ban rate in some regions shows it. A little health and a little damage come off the top.
Same diagnosis as Irelia: he snowballs, or he does nothing. He keeps more of his crit damage, which pays him for building toward a long game.
Passive - Way of the Wanderer
Critical Strike Damage Reduction:-10%⇒-5%
YoneBuff
The same crit change as his brother, for the same reason, in the same shape. Riot kept the two of them in step.
Passive - Way of the Hunter
Critical Strike Damage Reduction:-10%⇒-5%
Items
StormrazorBuff
It nearly found a home earlier this year and never got there. More attack speed is the nudge.
Attack Speed:20%⇒25%
Sundered SkyNerf
Last patch's cut was pointed the right way but landed light. Health and attack damage both come down again.
Health:450⇒400
Attack Damage:45⇒40
Classic
League Classic's second content patch is the biggest thing in 26.17. Riot's loosened the rune economy a long way, added swapping to Champion Select, run the first Council vote, and given the Rift an art pass aimed squarely at how it looked the first time around.

Influence Points: IP gained per game has more than doubled
Classic XP: Classic XP gained per game has doubled
Bug Fix: Players no longer gain party XP/IP bonuses when solo queued
