One kill hands Jinx the move speed and attack speed to take the next three, so a won teamfight is worth more to her than to any other marksman. She leads bot lane. She needs a support who keeps her alive through the first fifteen minutes and a team willing to fight around her. That's always been the deal.

Tristana keeps the third God Tier slot in bot lane. She doesn't need the game to go well to stay useful. Her escape is built in, and nobody in the role takes a tower down faster. Her range grows on its own as she levels, too.

Twitch plays bot lane from somewhere else. He walks out of stealth behind the enemy carry, and once his ultimate is up he sprays a whole teamfight from a range most marksmen can't match. His lane is weak, though. Pair him with a support who can't hold it and the first ten minutes are a long wait.

Nothing in bot lane outranges Caitlyn, and her traps turn any support engage into a free kill, so the lane's still hers. She drops to Tier 1 anyway. Her problem is later on. Past three items she does less in a teamfight than Jinx or Twitch, so a lead she hasn't turned into towers by then is a lead she gives back.
