How to Beat Samira
Samira is a marksman who has to be standing in the fight to do anything, and a fight she's standing in is one she's already halfway to winning.
Every other marksman gets paid for staying at the back. She gets paid for the opposite, and the reward for walking into arm's reach is enormous. That inversion decides the matchup, because she needs something from you before she can start: a body to dash through, a fight that lasts more than a moment, and a stretch of ground where nobody can punish a squishy champion for standing in the middle of it.
- Crowd control that isn't a projectile, since the projectile kind has a window where it simply stops existing
- The range or the early damage to make the walk toward you cost something
- A team that doesn't hand her a chain of takedowns, because her cooldowns come back on kills rather than on time

Samira Overview
Strengths: What Makes Her Dangerous
- She deletes projectiles. There's a short window where every skill shot aimed at her, and every one aimed at anyone near her, is thrown away. Most losses to her start with two of those going in during that second.
- She gets rewarded for closing. Unusually for a marksman, attacking from up close does more than attacking from range, and that's exactly why the fight keeps happening on her terms.
- One kill funds the next one. Her dash comes back on takedowns, so a fight that starts going her way accelerates instead of settling.
- She turns anyone's crowd control into her setup. She doesn't need to land anything herself. A support who lands one thing is enough for her to spend the rest of it.
- Her finisher hits everybody. Once she's earned it, the payoff is aimed at a place, and everyone standing there pays.
Weaknesses: Where You Get In
- She's terrible at doing nothing. A lane with no fights in it starves her, because her whole kit is a reward structure for engagements that never happened.
- The dash needs somebody in it. No target, no gap closer, and the ground she has to cover on foot is the same ground everybody else covers.
- She's fragile in the place she has to stand. Melee range and a marksman's health bar is a combination that dies to one thing landing.
- Her defensive window is short and specific. It stops projectiles and it doesn't stop anything else, so a knock-up or a point-and-click stun goes straight through it.
- Her best moment has a prerequisite. She has to build up to the finisher through a sequence, and a fight that ends before the sequence does never gives her one.
Countering Samira
Based on the strengths and weaknesses above, beating Samira comes down to champions who can accomplish at least one of the following:
- Bring crowd control she can't erase. Blade Whirl [W] answers projectiles and nothing else, so the knock-up, the point-and-click stun and the suppression all land through it.
- Don't be the stepping stone. A minion or a champion in the wrong place is the reason she reached you at all, and where you stand relative to your own wave decides most of it.
- Kill the fight instead of the champion. Disengaging early costs her more than trading with her does, because a short fight never lets her build up to the part she was waiting for.
- Buy anti-heal before it looks necessary. She sustains through damage that's already landed, so the item works best bought at the point where you're still winning.
If you're already locked into the matchup without any of those tools, these strategies still work:
Playing a Bad Samira Matchup
Punish the early levels or accept the late ones. She's genuinely weak before she has items, and a lane where you take the first two plates is one she never catches up in.
Save your skill shots for after the window. Firing everything the moment she steps up is how she gets a free trade, and waiting a second and a half costs you nothing.
Don't fight next to your own melee minions when she has her dash. That's the ramp, and standing off it is free.
Best Samira Counters
Three ways to beat a champion who needs to arrive and needs the fight to last: cage the ground she dashes into, lock her down with something she can't delete, or win the brawl she came for. One counter each.

Veigar Cages The Entry
Samira gets into fights by dashing, and his cage stuns anyone who crosses its edge (it lasts three seconds). Drop it between her and your marksman and the dash she needed to start the fight ends with her knocked down on the line.
Blade Whirl [W] does nothing about it either, since there's no projectile in a cage to destroy.

Alistar Crowd Control She Can't Erase
None of what he does is a projectile. The knock-up lands, the displacement lands, and her defensive window watches all of it happen. He also throws her out of the fight rather than into it (the one direction her kit has no answer for).

Nilah Beats Her In The Brawl
She wants a short-range slugfest. Nilah wants the same thing and brings a veil that dodges basic attacks for a couple of seconds (2.25 on herself, 1.5 on allies she touches), and Samira's gun and blade are both basic attacks.
It's a lane you have to play forward, though. A Nilah who sits back hands her the scaling game she was hoping for.
Itemizing Against Samira
Anti-heal is the one nobody buys early enough. The rest is ordinary physical-damage insurance:

Executioner's Calling is cheap, and against a champion who heals off damage she's already dealt it does more for the price than anything else on the list. Plated Steelcaps blunts the basic attacks that make up most of her output. Frozen Heart attacks the attack speed those attacks depend on (it quietly halves what a long fight looks like). Zhonya's Hourglass is a bit of an odd one and belongs to whichever of you can use it, because her payoff happens in one place over a couple of seconds and stepping out of time for those seconds ends it.
