"Declined by your card provider": your bank said no to the RP purchase

Your payment attempt has been declined by your card provider.

Where the "no" came from

Your purchase got a bit further this time than it does with an invalid card message. Riot's store knew what card you had and passed the charge along, and the card provider turned it down. Riot's billing article names things from low funds to a billing address that doesn't match, and it asks you to rule out these before anything else:

• The card number went in correctly, with no spaces.
• Your card is allowed to make online payments and international ones.
• The account behind the card isn't maxed out or overdrawn.
• The 3 or 4 digit security code is right. It's usually on the back, though some cards (American Express, for one) print it on the front.
• The bank hasn't restricted the card for security reasons.

Your bank has the answer

You can check a bit of that list yourself. Most of it only shows up on the bank's side, though, which is why Riot pushes you to call them. Riot also mentions that its bank and yours sometimes have trouble completing a transaction between them, and that's another one only your bank can dig into (Riot can't see it from its end of the payment). When the decline keeps happening, Riot's fallback is paying through PayPal.

Hold off on retries while you sort it out. Declined attempts still count toward the store's 24-hour purchase limit, and hitting it adds the too-many-attempts lockout to your troubles.
