Stop trying and wait 24 hours. Another attempt before then won't go through.
Is it you or Riot? If lots of players are hitting this at once, it's probably the servers. Check League server status before you start reinstalling things.
A security limit with a timer
Riot counts purchase attempts and cuts you off after a set number inside 24 hours. It's a security measure, and failed attempts count toward it too (which catches a lot of people out). The only fix Riot gives is waiting out the full day before your next attempt.
The limit works in two directions. It counts how many different accounts one card has been used on, and it counts how many different cards one account has tried. Grabbing a second card straight away won't dodge it. Neither will buying on a friend's account with the card that just failed.
How people end up here
Usually it's a string of retries after "Your card information is invalid" or a decline from the card provider. Riot's article opens by warning against too many attempts for exactly this reason. When tomorrow comes, fix whatever caused the first failure before you press buy again, or you'll burn through the new day's allowance the same way.
