Riot treats repeated chat drops in the client as a sign of network trouble, and the same trouble can hit you once a match starts.
What to try first
Hold off on queuing until chat reconnects and stays up. Run the Riot Repair Tool to look for network problems.
Is it you or Riot? If lots of players are hitting this at once, it's probably the servers. Check League server status before you start reinstalling things.
Don't queue through it
Chat looks like a side feature, so it's tempting to ignore it and hit Find Match anyway. Riot advises against that. Its article says the network issue behind the chat drops can carry over into the game itself, and it asks you to wait until chat connects before you play. Losing chat in the lobby is annoying. Losing the connection halfway through a ranked game costs far more (your team pays for it too).

Start with the Riot Repair Tool
Riot says its Repair Tool can fix several network problems for you, or at least tell you what they are. Riot names it before any of the manual fixes.
Turn the firewall off for a test
If you run a third-party firewall, disable it and sign back in to the client. Windows Firewall lives under Control Panel, then System and Security, then Windows Firewall. Choose Turn Windows Firewall on or off (it can ask for the admin password) and pick the off setting for each network location.
Switch it back on afterward. If chat holds with the firewall off, Riot's firewall guide covers the exceptions the Riot Client needs.
Riot's fix, in Riot's order
Riot's last step is a public DNS. It says this helps most when you're getting stuck on the way into a game.
Switch to a public DNS
Point your network adapter at a public DNS server instead of your ISP's, then restart. Riot's DNS guide walks through the adapter settings.
