Vanguard needs TPM 2.0, and on your PC it didn't come up properly. Riot ties this to a TPM that was recently cleared or has to be set up again.
What to try first
Run tpm.msc and check it says the TPM is ready, at version 2.0. If not, re-enable Intel PTT or AMD fTPM in the BIOS, then restart.
Is it you or Riot? If lots of players are hitting this at once, it's probably the servers. Check League server status before you start reinstalling things.
VAN 9090 against VAN 9001
Both codes are about TPM 2.0, the security chip (or firmware equivalent) that Windows 11 and Vanguard lean on. They fail in different ways. VAN 9001 means Vanguard doesn't see TPM 2.0 switched on at all. VAN 9090 means there is a TPM, but it failed to initialize, and the message spells out why: it was cleared recently and has to be set up again.
Riot's TPM guide covers 9001, 9003 and 9090 together, so the fix is the same walk through tpm.msc and the BIOS. What you're checking for is a TPM that reads as ready for use at Specification Version 2.0 once Windows is back up.
Before you touch TPM settings
One way a TPM gets wiped is flipping the BIOS from its 1.2 mode over to 2.0. Riot's guide warns that doing so clears the TPM keys, and if BitLocker is on you need to suspend it or have your recovery key ready first, or you'll be locked out of Windows. Worth checking before you go back into the BIOS a second time.
Already showing ready, version 2.0, and Vanguard still stops you? Riot's guide puts that down to BIOS firmware that keeps the TPM from fully initializing, and the answer is the newest BIOS for your exact board, then confirming PTT or fTPM is still on afterward. AMD owners on older AGESA firmware are the known case. And don't switch fTPM off to cure stutter on early Ryzen boards; Riot says to update the BIOS instead, because turning it off shuts you out of Vanguard games. The code is the same in League and VALORANT.
Riot's fix, in Riot's order
Riot's VAN 9090 article has no numbered list. It sends you to its TPM 2.0 guide, then says to restart the PC and launch again, so the guide is the whole fix.
Turn on TPM 2.0
Press Win+R and run
tpm.msc. "The TPM is ready for use" with Specification Version 2.0 means you're fine. Version 1.2 isn't enough, and "Compatible TPM cannot be found" means it's switched off in the BIOS.To switch it on, reach the firmware settings from Windows (Settings, Recovery, Advanced startup, then Troubleshoot, Advanced options, UEFI Firmware Settings) or press Del, F2 or F10 while the PC starts. On Intel boards enable PTT (Platform Trust Technology); on AMD enable fTPM. Save with F10. A plug-in TPM chip covers VAN 9001, but a VAN: RESTRICTION wants the firmware TPM specifically.
