Abilities: W, Q, E then prioritize R > W > Q > E

How It Works

Difficult to Cheese
In a lane full of annoying early game all-in champions like Lucian, Ornn can survive easily even with his level one shield. Even against high crowd-control champions like Leona, Ornn's shield is plenty to prevent him from getting gimped.

Massive Crowd Control
Ornn's crowd control abilities are very comparable to other powerful supports like Leona. His range is a bit slower but significantly bigger, which is a fair trade-off that just allows a bit more positioining to use effectively.

In-Lane Sustain
Despite not having a heal, Ornn's shield is on a low cooldown with low mana costs. This allows him to trade effectively with enemy champions, especially melee ones. It also helps him avoid getting poked down too quickly by enemy supports while he's going for relic shield stacks.

In-Lane Powerspike
Lastly, Ornn's in-lane shopping offers him unparalleled power spikes via extra item without recalling. This gives him extra pressure and works extremely well with something like a Demolish Caitlyn marksman.

Potential Pitfalls

Straight-Forward Abilities
Ornn's main weakness is that he's an extremely direct champion. This means that against high utility supports like Janna, he may find difficulty being effective prior to picking up his ultimate. As a result, his laning phase can feel like he's being a bit of a deadweight.

Lower Gold Amount
As a support, Ornn's gold generation is significantly lower. As a result, his ability to face-tank is reduced and if he falls behind he may end up largely playing like an ultimate bot.

Conclusions

Ornn support is certainly viable, but needs to be compared to other melee supports with faster crowd-control like Leona or potentially even Sion. All-in-all though, I would say he's definitely not a troll pick by any means and deals some unexpectedly high damage.
