What's Up With Double Dark Seal Singed? Rather than picking up a Catalyst for 1100 gold or Tear of the Goddess for 750 gold, Singed players are using Double Dark Seal + Corrupting Potion to resolve their early game mana and sustaining needs.

What's Up With Double Dark Seal Singed?

Rather than picking up a Catalyst for 1100 gold or Tear of the Goddess for 750 gold, Singed players are using Double Dark Seal + Corrupting Potion to resolve their early game mana and sustaining needs.

Why is this viable compared to alternatives?

At 350 gold a piece  + the 350 gold upgrade for Corrupting Potion totaling 1050 gold, this is 50 gold cheaper than catalyst by itself.

Additionally, each ring provides the following non-unique passives:

+100 mana
+15 ability power
+25% increased healing from potions

The 25% increased healing from potion is NOT a unique passive as of patch 6.24. However, the ability power glory stacks on kill/assist are unique.

In comparison, two Doran Rings (which are highly cost efficient), would provide the following per ring:

+60 health
+50% base mana regeneration
+15 ability power
Restores 4 mana upon killing a unit

Overall, while you have Corrupting Potion charges the two dark seals are better, whereas during a long laning phase, Doran Rings will perform better after the charges are finished.

Why Is This Broken on Singed?

Better Proxying

For Singed specifically, many players choose to fight the first few waves in lane, recall, and start proxying waves. This build allows for increased proxying time early game, which draws the enemy jungler and potentially denies the enemy top laner experience while they're chasing Singed around.

Power Spike

Singed also has a built-in massive regen at level 6 via his insanity potion (which is not considered a potion for Dark Seal purposes). This means that as long as he can get to that point, he will have relatively few problems when it comes to mana and health management. This build is sufficient for helping him reach that point, after which he can just build Rylai and Zz'Rot Portal.

Corruption Potion Synergy

Corruption Potion as a whole is incredibly good on Singed for his early game trades. By adding in two Dark Seals, his trades are even more effective, and his in-lane sustain becomes very high during the crucial early game that makes or breaks Singed dominance.

Conclusions

For most champions, Double Doran Ring is still much preferable to the Double Dark Seal build. However, on Singed in particular who quickly runs his mana levels 1-5 and constantly takes minion damage until his power spike, this build is incredibly good.
