How King Me Works
The tooltip says you get Kinged the first time you "take the enemy transport" while holding a Legendary item. The transport is the enemy team's fast-travel point near their spawn: their gate, or the Catapult on Butcher's Bridge. Step into it once and two things happen.
You get a random Prismatic augment on the spot. And the first eligible Legendary item in your inventory is upgraded, with every stat on it that can be upgraded raised by 1,000 gold's worth. The item gets "King's" in front of its name so everyone can see what happened.
Getting there is the catch. The enemy's transport sits at the back of their half of the map, so King Me pays out after your team has won a fight and pushed deep, and it doesn't pay out at all while you're the ones being pushed. You also need a finished Legendary item on you when you walk in, since the crown is tied to holding one.
Why Is King Me Prismatic When Transmute: Prismatic Is Gold?
An augment's rarity tells you which screen it can appear on. It says nothing about what the augment gives you.
ARAM Mayhem offers augments on four screens: one at the start of the game, then at levels 7, 11 and 15. Each screen rolls a random tier, the same tier for all ten players, and shows you three augments from it (the first two screens can't both be Silver). So Transmute: Prismatic lives on Gold screens, and its whole appeal is that it turns a Gold pick into a random Prismatic one. King Me lives on Prismatic screens, which means taking it costs you a Prismatic you could have chosen. What it gives back is a random Prismatic plus an item upgrade, and only once you've reached the enemy base.

Read that way the rarities make sense. The Transmutes move you up a tier, Chaos and Pandora's Box gamble on quantity, and King Me swaps a Prismatic you'd pick for a random one plus a stat bonus you have to go and earn.
What 26.18 and 26.19 Changed
Patch 26.18 cleaned up what the random augments can roll. King Me, Pandora's Box and the Transmutes now draw from a pool with an exclusion list, and ability power augments no longer get offered to champions with no ability power ratios. Before that, rolling a Prismatic your champion couldn't use was a real risk. It's a much smaller one now.
Patch 26.19 only fixed a bug where King Me announced augments by their internal names. Names like "Surge Field" and "Spirit Bomb" looked to me like unreleased augments leaking early. They were debug text.
When to Take It
On a champion who's already winning fights and has a Legendary item done, King Me is a Prismatic pick with a free item upgrade stapled to it. Behind and stuck on your own side of the map, it's a blank. You can reroll each offer once within the same tier, so if the other two Prismatics are bad fits and your team is losing, spend the reroll before you settle for a crown you can't reach.
