Locke is getting banned in more than two-thirds of games at Diamond+ and hasn't dropped much lower anywhere else on the ladder, easily the most feared pick of Patch 26.13 regardless of rank. Beyond him, Seraphine and Senna are the two names that show up as elite bans at basically every division, so don't sleep on either just because they don't have Locke's shock value.

- Which of the champions above is the enemy team likely going to pick if it's not banned?
- Which of the champions above is the enemy team probably going to ban?
After considering these items, it's time to hit the ban phase.

Method
To do this list, I pull directly from op.gg's per-tier statistics, going rank by rank instead of assuming Platinum and up all look the same. Afterwards, I check the most banned champions and separate them into either "God Tier" or "Meh Bans" based on win rate and popularity, sometimes subjective reasoning (in which case I'd do a write-up).
Last I do an analysis of both the win rate and the popularity by division and add in good bans for that division based on such.
Explanations
Seraphine [God Tier, every division]
Seraphine is the single most consistent ban on this entire list: she posts the highest win rate of any champion at Diamond+, Emerald, Platinum, and Gold, and her pick rate is high enough at every rank that she's clearly not just a small-sample outlier. She's flexible between bot and support too, so banning her denies two roles at once.
Senna [God Tier, mid-to-high ranks]
Senna shows up in God Tier from Silver all the way to Diamond+, which is rare for a champion whose power depends on stacking souls over a full game. Once she has a lead she's one of the hardest bot/support hybrids to fight, and her win rate barely dips as rank increases, unlike most stat-check picks that fall off against better players.
Rammus [God Tier, Platinum and below]
Rammus is the sleeper pick of this patch. His ban rate is nowhere near the top of any list, which means most players still aren't banning him, but his win rate is a God Tier 53%+ at Platinum, Silver, and Bronze/Iron. If your lobby isn't banning him, someone on the enemy team probably knows something you don't.
Locke [Meh Bans, but only barely]
Locke is the headline story of 26.13: a ban rate north of 65% at Diamond+, Platinum, and Gold, and still over 40% even at Bronze/Iron. He only lands in Meh Bans because his win rate hovers right around 50% (and dips below it at lower ranks), but with a ban rate that high, most of you will never actually get the chance to find out if he's good in your own games anyway.
Mel [Meh Bans, Bronze/Iron]
Mel has the single highest ban rate of any non-Locke champion on this list at 35% in Bronze/Iron, despite a rough 45% win rate. That combination usually means one of two things: players are banning her out of pure annoyance from being hit by her kit, or her power is real but the execution is hard enough that only a fraction of the playerbase is pulling it off. Either way, she's clearly living in a lot of players' heads.
