How Riot announced it
The first sign came on Wednesday, September 9. League's social accounts and Riot Games Music posted a short teaser of an answering machine by a window, with the band leaving each other voicemails while they rush to get ready for something. Alune turns up in it too (she's Aphelios's sister, and she appears in person on his HEARTSTEEL skin).
Five days later Riot put a date on it. League of Legends posted on X on September 14:

Riot Games Music posted the date the same day. Maria Egan, Riot's Global Head of Music and Events, said this in the announcement:
Our virtual artists give players a completely different way to experience the champions they love, reimagining them in this alt fantasy being pop stars.

Who's singing this time
BAEKHYUN is the only artist coming back from the 2023 lineup. The rest of the voices are new.
PARANOIA, the debut single, came out on October 23, 2023. On that track tobi lou voiced K'Sante, ØZI voiced Sett and Cal Scruby voiced Kayn. For LIVE MY LIFE, Anderson .Paak takes over K'Sante, Connor Price is Sett and Nic D is Kayn. .Paak is a nine-time Grammy winner. I didn't expect Riot to replace three of the four voices on a band whose first song worked this well, and it's the part of the news I'd pay the most attention to on release day.
Yone and Aphelios keep the same jobs inside the band. Yone's the producer. Aphelios plays and writes. Neither had an outside artist credited on PARANOIA, and Riot hasn't named one for them this time.
It's a three year gap between singles. Riot's framing is that the band comes back more confident and more comfortable with who they are, after a first song built on ambition and doubt.
What about new skins?
Riot hasn't announced any HEARTSTEEL skins with the single. The September 14 announcement covers the song, the release time and the lineup. The PBE's skin data, checked on September 15, still held only the seven skins from 2023, so nothing new had reached test servers by then.
What Riot has said is that the second act of this year's third season puts a bigger focus on music. That act is where anything in-game would land.

All seven launched together on November 8, 2023, in Patch 13.22, during Worlds. Six are regular store skins. Prestige HEARTSTEEL Yone was the event reward, bought with Worlds tokens. Counts here leave out chromas.
HEARTSTEEL Ezreal
The lead vocalist, and BAEKHYUN's champion on both singles.
HEARTSTEEL Kayn
The only Legendary in the line, so it costs more than the other store skins. Kayn raps and plays in the band.
HEARTSTEEL K'Sante
Co-leader and vocalist. Anderson .Paak voices him on LIVE MY LIFE.
HEARTSTEEL Sett
Sett shares the co-leader role with K'Sante and handles rap. Connor Price is his new voice.
HEARTSTEEL Aphelios
A small first for the champion. It was his first skin with Alune in person, instead of a lunar projection of her.
HEARTSTEEL Yone
The band's producer.
Prestige HEARTSTEEL Yone
This was the Worlds 2023 event reward, so it was never sold for RP when it launched. It's come back since only in limited Mythic Shop rotations.
