Poppy Support
She has a better win rate than most of the supports above her, a third of their pick rate, and almost nobody bans her.
Patch 26.15 doesn't mention Poppy anywhere. She climbed anyway, and the reason has more to do with what everyone else is picking than anything Riot did to her.
As of Patch 26.15, Poppy sits at Tier 1 on the solo queue tier list with a win rate around 52.6%, which is the best of any Tier 1 support and better than one of the three God Tier picks. Her pick rate is roughly a third of Thresh's and her ban rate sits under 5%. That gap is the entire pitch. She's the strongest support in the game that nobody drafts against.
It's worth being straight about the "why now" here, because there isn't a buff to point at. Riot didn't touch her kit, her items, or her runes this patch. What changed is the company she keeps: the support role's top end is now almost entirely dash-based engage, and Poppy is the one champion built to turn that off.

Bot Lane Synergies
Poppy works with two different kinds of marksman for opposite reasons, and picking the wrong one is how you end up with a support who never does anything. She can hand a lane a guaranteed opening, or she can make an immobile carry almost impossible to kill. She can't do both in the same game, so decide which job you're taking before you lock in.
Take the first group when you want to end the lane early. Take the second when your carry is the one who needs protecting.
Cash In the Stun
Kai'Sa
She's the most common partner Poppy gets, and the pairing is better than most players make it look. Heroic Charge [E] into a wall is a long stun on a stationary target, which is exactly the window Kai'Sa needs to stack her passive and detonate before anyone reacts.
Draven
Draven wants one guaranteed opening at level two and nothing else. A wall stun is about as guaranteed as openings get, and Poppy's own Hail of Blades burst means she contributes real damage to the kill rather than just setting it up.
Samira
Samira needs a knockup to finish her combo and Poppy carries one on Keeper's Verdict [R]. The charged version throws people out of the fight, but a quick tap knocks them up in place, which is the cast Samira actually wants.
Survive the Dive
Caitlyn
Caitlyn's whole game is standing far away and being punished for it the moment something reaches her. Steadfast Presence [W] deletes the reach. An assassin who can't complete a dash into her is an assassin standing in front of a Caitlyn at full health.
Jinx
Jinx has no escape button at all, so the thing that kills her is one champion getting on top of her. Poppy answers that twice over, first by cancelling the dash and then by knocking whoever survived it back out with Keeper's Verdict [R].
Ashe
Ashe brings the long range engage that Poppy's own kit is missing, and Poppy covers the part Ashe can't handle once the fight starts. The two together give a team both a fight-starting button and a fight-ending one without either player having to walk in first.
When to Pick Poppy
Pick her into dashes. That's the short version and it's most of the decision. If the enemy draft has a diving jungler, a mobile assassin, or an engage support who has to travel to reach you, Poppy turns a chunk of their kit into a wasted cooldown and gets paid for it. She's at her best when the enemy's best play is a commitment they can't take back.
She's also the right call when your team already has damage and needs someone to reach the back line. Boots of Swiftness and Dead Man's Plate make her one of the faster supports on the map, so a lane that's gone even is not a wasted lane. Leave it and go take mid.
Avoid her when the enemy bot lane is built around sustain and disengage, and avoid her when your own carry has no interest in fighting early. Poppy asks you to press the advantage during a specific window. A lane that plans to farm to twenty minutes doesn't give her one.
How It Works
She Turns Off the Support Meta
Look at who's actually being picked in the role. Leona, Nautilus, Camille, Pyke, Rell and the newly buffed Alistar all reach you by dashing or pulling themselves at you, and Steadfast Presence [W] cancels that outright, then slows and grounds whoever tried it. Most defensive tools reduce the damage from an engage. Hers deletes the engage. That's a much better trade against a role currently full of champions with one big commitment button.
The Build Is a Roaming Build
Riot said out loud this patch that the current meta should favor roaming supports, in the notes explaining why Alistar got movement speed. Poppy's most successful build is reading the same room. Boots of Swiftness, Dead Man's Plate and the Fanfare passive on Bandlepipes all stack movement speed, and two of the three also cut how much enemy slows do to her. She isn't built to babysit a lane. She's built to leave one.
One Short Window Decides the Lane
Hail of Blades is an unusual keystone on a tank, and it's the reason the level two all-in works. Three fast attacks land on top of the Spellblade proc from Bloodsong, so a stun into a wall becomes a real chunk of health rather than a gesture. Outside that window she does very little damage, which is why good Poppy players fight on a cooldown rather than whenever the enemy steps up.
Who She Beats and Who Beats Her
Her matchup spread is one of the cleanest in the role, and it splits on a single question: can the enemy support undo a burst of damage?
Against the carry supports she's close to unfair. Poppy wins comfortably into Sylas, Mel, LeBlanc, Veigar and Pyke, and the numbers there sit in the mid to high fifties rather than anywhere near even. Every one of those champions is squishy, wants to stand in range to threaten a kill, and has nothing to do about a stun that pins them to a wall while two people hit them. Pyke is the sharpest example, since his entire escape plan is a dash and Steadfast Presence [W] takes it away.
Against enchanters she's the one struggling. Janna, Taric, Zyra, Renata Glasc and Soraka all drag her below even. The reason is the same in each case: Poppy commits everything to one window, and a shield, a heal or a knockback that arrives in the middle of it means she spent her cooldowns for nothing. Janna in particular answers both halves of her kit, since she can push Poppy off her own engage and then hand the target enough movement speed to leave.
If you're first picking her, that's the risk. She's excellent into roughly half the support pool and genuinely poor into the other half, and unlike most supports there isn't much you can change in the build to fix it.
Potential Pitfalls
Bot Lane Doesn't Have Enough Walls
Heroic Charge [E] only stuns when it pushes the target into terrain, and the bot lane is the most open part of the map she could be asking for a wall in. Top and jungle Poppy get to play against corridors. Support Poppy gets a river, a lane, and a tri-brush. Learn the handful of spots that work near your own tower and by the enemy's, because outside those the ability is a short dash and a shove that gives the enemy free distance.
Nothing Happens After the Burst
She's a tank with an assassin's keystone, and that's a real tension rather than a clever build. Once Hail of Blades and the Bloodsong proc are gone she has a slow from Hammer Shock [Q] and not much else, and the tank items she buys don't add damage. If your all-in doesn't kill, the lane resets in the enemy's favor and you're waiting on a cooldown to try again.
Her Ultimate Can Lose the Fight
Keeper's Verdict [R] throws enemies a very long way, which is sometimes exactly what you want and sometimes the reason your team lost a kill they'd already earned. Firing a fully charged cast into a scrum removes the target from the fight, including from your own carry's range. The quick tap knocks up in place and is the safer cast in almost every teamfight. Save the long one for peeling someone off a carry or cutting a flanker out of an engage.
Don't Spend Your Best Button on Walking Faster
The movement speed on Steadfast Presence [W] is tempting to use for walking around, and every time you do you've thrown away the only reason you were picked. It's a short cooldown, but it's never up at the moment you need it if you're using it to travel. Treat it as a reaction to the enemy's engage, not a mobility tool.
Conclusions
Poppy isn't a new champion who got a buff, and she isn't a gimmick. She's a Tier 1 support with a top end win rate, a modest pick rate, and a ban rate low enough that you'll almost always get to play her. In a role currently defined by champions who dash at you, she's the one who says no.
The catch is that she asks you to know two things most players don't bother with: which walls in the bot lane actually work, and which supports she simply loses to. Get those right and she's one of the most reliable picks available. Get them wrong and she's a tank who does no damage in a lane she can't fight in.
