Tenacity shortens crowd control, it never prevents it, and five kinds of disable ignore it completely. Here's the exemption list, the hard floor, the stacking trap, and how to get it without spending gold.

What It Does and Doesn'tTenacity is a straight percentage cut to how long an incoming disable lasts. The disable still lands, still interrupts you, and still does everything else it was going to do.
So it's a stat for surviving a fight you're already in, not for avoiding being caught. Those are different problems, and buying the wrong answer to the second one is most of why players feel like tenacity did nothing for them.
Five kinds of crowd control ignore it entirely
Knockups and other airborne effects, suppression, stasis, nearsight and drowsy are all exempt, at any amount of the stat.
That list is the one worth memorizing, because it contains the two disables that most often kill you. Against a team built on knockups, tenacity is close to a dead stat and the slot would do more work as raw resistances.

Mercurial Scimitar and Mikael's Blessing give no tenacity whatsoever. They're cleanses: one strips the crowd control off you, the other strips it off an ally. That's a different job, and it's the right one when you're getting caught rather than getting worn down.
Stacking two of these is where the gold goes to die. Mercury's Treads at 30% and Wit's End at 20% don't add up to 50%, they land on 44%, because both sit in the same internal group and multiply instead. Buy one, then spend the next slot on resistances or health.
There's a floor at 0.3 seconds, and the cap isn't a goal
No amount of tenacity takes a disable below three tenths of a second. Once you're at that floor, more of the stat buys nothing on that particular disable, which is why a pile of it does very little against a team throwing lots of short stuns and slows that were already near the bottom.
The stat itself caps at 100%, and even there the floor still applies. Between the exemption list and the floor, there's no build in the game that makes crowd control stop mattering. Tenacity buys a shorter bad moment, never no bad moment.
Your tenacity is read the instant the disable lands
The duration is locked at that moment and doesn't change afterward, so gaining tenacity while stunned does nothing to the stun you're currently sitting in.
That's what makes most tenacity actives feel worse than they look on paper. Using one after you've been caught is too late by design, and the answer to being caught is a cleanse effect, not a tenacity effect.
It can also go negative. The stat isn't floored at zero, and enemy effects can push it below, at which point incoming crowd control lasts longer than its printed duration. One status in particular exists to cut a target's tenacity by 30%, the exact mirror of what you paid for. If you built tenacity to survive an engage and it isn't working, check whether their front line is applying that first. The item didn't fail, it got answered.
Two sources are worth less than you think
Sources are sorted internally into three groups. Two sources in the same group multiply together, which loses value; two in different groups add, which doesn't. You can't see the groups anywhere in the client.
So the practical version is blunt: a second tenacity source is worth less than the first, sometimes much less. Don't assume two of them double up.
You can get it without spending gold
Cleanse carries it. So does a rune shard in the stat row nobody reads, a neutral buff on one of the Elemental Rifts, and a couple of game modes that hand it out on their own.
The shard is the one worth remembering, because it costs a choice rather than an item slot. If crowd control is the reason you keep dying, that decision is available before the game even starts.

Read the enemy team first. If their engage is knockups and suppression, tenacity does nothing at all and health or resistances do more. If it's stuns and roots, one good source beats two mediocre ones, and the shard costs you nothing.
