It's a real problem, and the answer isn't to dodge it. It's to bring a champion who never needed the dash.

How to Beat Poppy
Poppy support isn't loud about it. She quietly turns off the one button your champion is built around and asks you to play the game without it.
There's a particular helplessness to pressing your dash and having nothing happen. Poppy holds the ability that does that on demand, and it lands exactly when you've decided to commit. She's a mainstay of the support section on our solo queue tier list and a perfectly good top laner besides, and the frustration is completely earned. The answer isn't to dodge Steadfast Presence [W]. It's to bring a champion who never needed the dash in the first place.
- Range, because everything she owns happens inside 500 units
- A cleanse or high tenacity, since the stun into the grounding is the whole kill window
- A team fight plan that doesn't rely on a single engage she can cancel
Poppy Overview
Strengths: What Makes Her Dangerous
- Steadfast Presence [W] turns dashes off. It stops them outright, grounds and slows whoever it caught, and quietly hands her armor and magic resist that doubles when she's low.
- Heroic Charge [E] pushes you into a wall for a long stun, and bot lane is a corridor with walls on three sides of most fights.
- Keeper's Verdict [R] removes someone from the fight completely, and a fully charged one throws them most of the way across a lane.
- Her early trades are cheaper than they look, because she gets a free shield back every time she picks her buckler up.
- Standing still after the first hit costs you twice. The zone she leaves behind slows you, then detonates on you.
Weaknesses: Where You Get In
- Everything she has is short range. Hammer Shock [Q] reaches 430 units and Heroic Charge [E] reaches 475. There's no long-range tool anywhere in the kit.
- She has no mobility of her own. Heroic Charge [E] is a charge at a target, not an escape, and it leaves her exactly where the target was.
- Steadfast Presence [W] is reactive. It's a 20 second cooldown at rank 1, and against a lane that never dashes it does nothing at all.
- Heroic Charge [E] needs a wall. In open ground it's a small push and a short slow rather than a stun.
- She has no burst. Poppy locks people down for other people. Alone, she's very hard to actually die to.
Countering Poppy
Based on the strengths and weaknesses above, beating Poppy comes down to champions who can accomplish at least one of the following:
- Fight from outside 500 units. Her entire threat range is short, and a lane that never enters it takes the matchup off the table.
- Bring a cleanse or stack tenacity. The kill comes from the stun into the grounding, and cutting the duration cuts the whole sequence.
- Don't waste the dash on the engage. If your mobility is your escape, save it for after Steadfast Presence [W] has expired rather than before.
- Play away from your own walls. Heroic Charge [E] is only a stun if there's terrain behind you, and that's a positioning choice rather than a reaction.
If you're already locked into the matchup without any of those tools, these strategies still work:
Playing a Bad Poppy Matchup
Take the trade after her W has been used, not before. It's the longest cooldown in her kit at rank 1 and the lane is genuinely different for the next 20 seconds.
Stand in open lane space rather than hugging the side walls. It costs nothing and it converts her best crowd control into a shove.
Buy Mercury's Treads over a damage component if you're the one being locked down. The stun duration is what turns her setup into a kill, and tenacity is the cheapest way to cut it.
Ask your team to spread out before she has a target for Keeper's Verdict [R]. It's a channel with a clear animation, and a fight where nobody is standing in front of her is a fight where it does very little.
Best Poppy Counters
Poppy answers mobility, so the three counters here answer her instead with range, with a cleanse, and with a way to leave that isn't a dash.
Lux Fights from Outside Her Range
Light Binding [Q] reaches 1175 units and Lucent Singularity [E] reaches 1100. Poppy's longest ability reaches 475. That gap is the entire matchup, and nothing in Poppy's kit closes it, because she has no dash and no ranged threat to make Lux move.
Prismatic Barrier [W] also covers the one moment Poppy is dangerous, which is the short window after Heroic Charge [E] lands on somebody. Final Spark [R] then punishes her for standing in a straight lane at range, which is where a support with no mobility spends most of her time.
Milio Cleanses the Lockdown
Breath of Life [R] cleanses disabling and immobilizing effects from every nearby ally and hands out tenacity on top of the heal. Poppy's kill sequence is a stun into a grounding into follow-up damage, and Milio removes the first two links while the third one is still traveling.
Cozy Campfire [W] is quietly just as annoying for her, because it increases the attack range of allies standing inside it, pushing your carry further outside the 475 units Poppy needs. Warm Hugs [E] then shields and hastes on a very short cooldown, so the disengage after a failed Heroic Charge [E] is basically free.
Bard Walks Away from It
Magical Journey [E] opens a one-way portal through terrain, which is a way out that Steadfast Presence [W] has nothing to say about. Poppy's field stops dashes. It doesn't stop a champion walking into a wall and coming out the other side of it.
Tempered Fate [R] is the cleanest answer to Keeper's Verdict [R] there is, since a champion in stasis can't be displaced, and it's cast at 3400 units so Bard doesn't have to be anywhere near the fight to use it. Cosmic Binding [Q] then turns Poppy's own preference for fighting next to walls against her.
Itemizing Against Poppy
Poppy's damage is mostly physical and mostly incidental. What actually kills you is the lockdown, so build against that:
Mercury's Treads and Mikael's Blessing both attack the part that matters, which is the length of the stun rather than the size of the hit. Banshee's Veil eats Heroic Charge [E] outright once per fight, and Zhonya's Hourglass lets a carry who has already been caught survive the follow-up damage that Poppy set up for someone else.
